May I present the illustrious and mighty Jabba Desilijic Tiure! Sultan of the Outer Rim, Ruler of a Thousand Dunes! He is the ruthless leader of the vast Hutt Pirate Cartel, which he leads from aboard his floating pleasure palace.
All of our Steampunk Star Wars aliens have been reimagined as humans and my concept for Steampunk Jabba was that he is a disfigured and corrupt Ottoman Sultan whose travels and vast power have garnered him substantial infamy as well as a bit of a penchant for Western fashion, his top hat having been claimed from an executed ambassador.
Actual Ottoman pirates had such a formidable fleet that they demanded tribute from all of Europe and even America. They were the reason that the US formed the Marine corps; we couldn't get our ships through the Mediterranean to attack them directly by sea, so we dropped troops in Africa to hike across the continent to Turkey to fight them by land.
